The former site of the "Baokengnei Incident" is located in Baokengnei Natural Village, Beibaofeng Community, Licheng Subdistrict, Xianyou County, Putian City.

During the long years of revolutionary struggle, two major incidents involving the arrest of progressive civilians occurred in Baokengnei, a revolutionary base village in Xianyou.

In May 1936, the local Communist Party organization of Xianyou held an expanded party and league meeting in Baokengnei Village, east of the county town, to discuss issues such as party work, peasant association organizations, and anti-tax resistance struggles. Due to a traitor’s betrayal, they were surrounded by the Xianyou County Police Bureau and the County Security Corps of the Kuomintang. Over ten people, including Lin Buyun, He Qinglie, and local peasant association activists, were arrested, and two mimeograph machines along with some anti-Japanese propaganda materials were confiscated. Subsequently, the Kuomintang Police Bureau also arrested dozens of progressive students in schools across the urban area and issued arrest warrants for Luo Yingxiang, Huang Ming, and others, creating the sensational "Baokengnei Incident" in Xianyou. The revolutionary movement in Xianyou once again entered a low ebb.

In April 1947, after the Central Fujian Committee of the Communist Party established the Fujian Guerrilla Column (also known as the Daiyun Column) in Putian, it moved toward Xianyou County to advance into the Daiyun Mountain Range. Along the way, they continued to recruit soldiers to expand their armed forces. The Xianyou County Working Committee of the Communist Party organized over 20 people to join the Daiyun Column. In late May, the Baokengnei communication station in the eastern part of Xianyou County sent young farmers Xie Fa, Xie Shan, Li Jie, Song Jinhe, and others to the Xingtai Mountain area to join the Daiyun Column. However, the eastern communication station was exposed by the Kuomintang authorities, causing Xie Fa and his group to be unable to locate the guerrilla column after ascending the mountain. They had to return to Baxia to seek guidance from a liaison. Due to intensified blockades by the Kuomintang Security Corps, Xie Fa and others were unfortunately captured by the Lanxi Township Self-Defense Force at the Tuzhaikou area of Bangtou Baxia and handed over to the County Police Bureau. The Xianyou County Government of the Kuomintang immediately dispatched troops to "suppress" Baokengnei, attempting to dismantle the Communist organization in the Xianyou area. As a result, over ten progressive farmers in Baokengnei were arrested, triggering another "Baokengnei Incident." Among those arrested, Xie Fa, as the ringleader, was secretly executed, while the other civilians were detained for over 20 days to two months before being released on bail through heavy ransom, thanks to the rescue efforts of the Xianyou County Working Committee of the Communist Party.

The former site of the "Baokengnei Incident" is a single-story civil house with a timber-and-earth structure, consisting of an upper and lower section with seven bays and a total of 12 rooms, covering an area of 360 square meters. The Party History Research Office of the Putian Municipal Committee of the Communist Party of China designated it for protected status in December 2011.

The jurisdiction covers an area of 38 square kilometers, with 10 community committees, 7 village committees, and a total population of 78,000.
