Former Site of the CPC Fujian Provincial Committee’s Lake Bottom Base

The former site of the CPC Fujian Provincial Committee’s Lake Bottom Base is a classic red tourism destination.

The former site of the Lake Bottom Base is located at No. 28, Linsui Village, Zhongshan Town, Xianyou County, Putian City.

In the spring of 1943, the Kuomintang launched the third —— upsurge. On April 1 of the same year, the Jianyang Garrison Command of the Kuomintang’s Third War Zone in Fujian assembled troops and launched a four-pronged “joint suppression” against the base areas of the CPC Fujian Provincial Committee in northern Fujian and Jianning-Songxi-Political District. The Provincial Committee was encircled militarily by the Kuomintang, and the situation grew increasingly severe. After analyzing the situation in northern Fujian, the Committee organized the safe relocation of its personnel and main forces by the end of July. In August of the same year, Provincial Committee Secretary Zeng Jingbing traveled south, passing through Jianyang and Nanping before arriving in Fuzhou. He was then escorted to Putian by Su Hua (female) and others. Accompanied by Huang Guozhang, Zhang Boting, and others, Zeng Jingbing inspected parts of the Putian Plain, mountainous regions, and coastal strongholds, gradually forming the resolve to shift the focus of the Provincial Committee’s activities southward to central Fujian. In early September 1943, Zeng Jingbing convened a meeting of leaders from the Minjiang and Central Fujian Special Committees at the Central Fujian Special Committee office in Shanghudi, Xianyou. Attendees included Su Hua, Huang Guozhang, Huang Yiyu, and Cai Wenhuan. At the meeting, Zeng Jingbing delivered a mobilization report titled “On Narrow Experience,” promoting unified understanding within the Party and strengthening Party consciousness. The meeting decided that Huang Guozhang would be responsible for fundraising, Huang Yiyu for opening up connections between southern and —— Fujian, Su Hua for liaising with northern Fujian, and Cai Wenhuan for establishing underground transportation and liaison bases in the border areas of Xianyou, Dehua, and Yongtai, quickly building a contact network linking Central Fujian with other regions and laying a solid mass foundation for the Provincial Committee’s relocation southward. Subsequently, the first group of Provincial Committee personnel began relocating from northern Fujian, and under the careful arrangements and protection of Su Hua and along the route’s communication stations, they safely moved to central Fujian and stationed in Shanghudi.

The former Shanghudi base site is a two-story civil structure made of earth and wood, covering an area of 420 square meters. The CPC Putian Municipal Committee Party History Research Office erected a commemorative plaque for its protection in December 2011.
