The Former Site of the Tax Resistance Struggle at Heling Pass is located at Heling Pass, Dongxi Village, Zhongshan Town, Xianyou County, Putian City.

In October 1929, the Fujian Provincial Committee of the Communist Party of China issued an instruction stating, “The current task of the Party is to initiate and expand mass struggles, intensify propaganda and organize armed forces during these struggles, and opposing exorbitant taxes and levies is the central slogan for mobilizing the struggle.” Based on this directive from the Provincial Committee, the Provisional County Committee of the Communist Party of China in Xianyou decided to attack the Heling Pass tax office to advance the tax resistance struggle.

Heling Pass is situated in the northeast of Xianyou, serving as the gateway between the Xingtai mountainous region and the eastern plain (now around Bangtou). At that time, it was the main thoroughfare from Yongtai to Xianyou and the essential route for mountain residents traveling to the town. The Nationalist authorities in Xianyou set up a tax office at Heling Pass, forcing mountain dwellers to pay taxes, causing widespread suffering among travelers. To combat the arrogance of the tax collectors and protect the interests of the people, at the end of January 1930, the Provisional County Committee of the Communist Party of China in Xianyou organized a team of more than ten people, led by Cai Yuan, Dai Menghuai, and Wen Shaoliang, with the support of local villagers such as Xie Jingrong from Maixie Village, Zhongshan. Together, they successfully destroyed the Heling Pass tax office, immediately executing the highly unpopular tax officer Zhang Meng on the spot, and delivering a strong counterstrike against Xianyou County Magistrate Dai Qixiong who had colluded with stationed troops to suppress the tax-resisting masses.

The Former Site of the Tax Resistance Struggle at Heling Pass is a two-story residential building made of earth and wood, consisting of four rooms and covering an area of 170 square meters.
