The Site of the Former CPC Xianyoushanpingyang Branch is located in Shanpingyang Natural Village, Xiefeng Village, Youyang Town, Xianyou County, Putian City.

Xianyou Shanpingyang was a key area of activity for the Central Fujian Workers' and Peasants' Guerrilla Unit, enjoying strong mass support. In December 1935, the CPC Central Fujian Special Committee established a Border Area Working Committee in the Guang (Ye) Chang (Tai) Xing (Tai) base area to strengthen leadership over the Putian-Xianyou border guerrilla base. Chen Jianxin served as the secretary of the working committee, with Qiu Ziguo, Chen Wentong, Zheng Jinzhao, Fang Ziming, and others as members. The working committee oversaw branch Party committees. In the Xing-Tai base area of Xianyou, a branch Party committee was set up in Shanpingyang, Guyi (Youyang), with members including Qiu Tu and Chen Guanglong, thereby strengthening leadership over the guerrilla armed struggle in the region.

On January 23, 1936, the Nationalist 49th Regiment forces under Xia Degui deployed two battalions along with security teams from both Putian and Xianyou counties to attack revolutionary base villages such as Jiece, Waikeng, and Jinzhukeng in Chentai, and Shanpingyang in Youyang. Facing the adverse situation of being outnumbered, the guerrillas retreated into the mountains, using their familiarity with the terrain to evade the enemy. In the mobile warfare, the enemy gained nothing and, after burning, killing, and looting the base villages, withdrew. On June 27 of the same year, the Central Fujian Guerrilla Unit was resting and regrouping in Shanpingyang Village. Upon receiving a tip-off from a local despotic landlord, the Nationalist troops launched a “cleansing” operation on Shanpingyang Village that morning. Liu Tujun, the leader of the guerrillas stationed in the village church, organized the retreat of the guerrillas. At the airfield in front of Shanpingyang Village, they encountered enemy forces. The guerrillas took advantageous positions and pinned the attacking enemy down the hillside. Hearing the sounds of battle, another group of enemy forces flanked them. Liu Tujun immediately organized the guerrillas to retreat westward into the deep mountains. The enemy troops entered Shanpingyang Village and carried out widespread looting, victimizing over 50 households. The villagers suffered terribly, and their property was looted clean.

Near Shanpingyang Village were two despotic landlords, Chen Guopan and Chen Guoxiang, who oppressed the people, abused women, and secretly gathered information on the guerrillas’ activities and contact households in an attempt to inform the local garrison to harass the guerrillas. To punish these tyrants, Liu Tujun led more than ten guerrillas to surround the homes of the two landlords and executed the evil-doers Chen Guopan and Chen Guoxiang, ridding the people of a menace.

Adjacent to Shanpingyang is Wai坑 Village in Chentai, Putian. A landlord in the village, Yang Jinqi, had been executed by the Central Fujian Guerrilla Unit. Learning that Shanpingyang was a guerrilla base, his son Yang Gui sought revenge. Through clan connections, Yang Gui lobbied extensively. The Putian County Police Bureau, together with the Xianyou County Police Bureau and garrison forces, dispatched over 100 men to once again raid Shanpingyang Village, bringing renewed disaster to the villagers. Property was looted and some villagers were arrested. To strike back at the enemy, the Central Fujian Guerrilla Unit employed a feint strategy, organizing an attack on the enemy stronghold in Jiukeng, Putian, prompting the “encircling” forces at Shanpingyang to withdraw to provide reinforcements.
