The former site of the Minzhong Special Committee of the Chinese Communist Party is located in Guopu Natural Village, Xibian Village, Caixi Township, Xianyou County, Putian City.

Guopu in Xibian Village, Caixi Township was one of the headquarters locations of the Minzhong Special Committee of the Chinese Communist Party during the Anti-Japanese War. Leaders such as Huang Guozhang, Lin Runan, and Su Hua organized and conducted revolutionary activities here and set up a radio station, which remained until 1948 when it was moved. During the Republican era, this place was called Xianyou Xingtai Li Hulingtou Houkenglingxia Xibian, located in a remote area. However, there was an ancient post road leading to Shanghubi in Zhongshan Town, serving as a vital transportation route from Xiangxi (now Caixi) to Zhongshan. The Minzhong Special Committee of the Chinese Communist Party chose Guopu in Xibian Village as its base due to the convenience it offered for conducting covert operations.

The former site of the Minzhong Special Committee of the Chinese Communist Party is a three-section residential building with earthen and wooden structure spanning three floors, covering a construction area of 1,200 square meters. The Putian Municipal Party Committee History Research Office erected a memorial stele for its protection in December 2011.

Xibian Village: Xibian Village is located 1 kilometer east of the Caixi Township government seat, with the village committee stationed near Xibian Palace. It is the site of the Caixi toll station on the Shenhai Expressway Fuxing Line, and administers nine natural villages and nine villager groups: Longzhang, Shiqian, Guopu, Daping, Xiacao, Xinxiacuo, Qingshan, Qiaonei, and Zhongcuo, with a total population of 1,629.
