The Site of the Joint Meeting of the Party and League in Putian is located in Dongyang Natural Village, Xicuo Village, Donghai Town, Chengxiang District, Putian City.

After the failure of the "Fujian Incident" in 1934, the Nationalist government in Nanjing appointed Chen Yi as the Chairman of the Fujian Provincial Government. In addition to strengthening the gendarmerie rule, Chen Yi pioneered a unique public security system called "integration of police and security forces," establishing the Provincial Security Department to strengthen control over various regions. While the Provincial Security Department reinforced "rear defense" governance, the gendarmerie’s Fourth Regiment stationed in Fuzhou exploited the "voluntary surrender" policy to aggressively dismantle and undermine underground urban party organizations. In April of the same year, the Fuzhou Central Municipal Committee of the Communist Party of China was exposed by the enemy, and its Secretary Chen Zhishu and others were arrested and defected, betraying revolutionary comrades. Soon after, the Putian Central County Committee and the Xianyou County Committee were also compromised, casting a shadow over the revolutionary struggle in Putian and Xianyou. However, a group of steadfast Communists led by Pan Tao, seeing the destruction of urban party organizations, promptly led the Putian County Committee to relocate to coastal rural areas such as Lingchuan and Beigao to continue the struggle. In some key villages, they organized "Dog-Beating Squads" to carry out anti-defection campaigns, preventing the spread of traitorous activities into the countryside.

In late May of the same year, Wang Yujie, a member of the Standing Committee of the Fuzhou Central Municipal Committee of the Communist Party of China, and his wife Su Hua moved back to Putian from the beleaguered city of Fuzhou. Everyone unanimously requested that Wang Yujie take on the leadership of the county committee. Through frontline struggles, Wang Yujie believed that the experience of “dog-beating” in places like Jiangkou was highly effective, so he promoted this approach in areas such as Beigao, Huangshi, Quqiao, and Hutou. This successfully prevented traitors and spies from undermining rural revolutionary organizations. Through the struggle against defection and traitors, along with ideological consolidation, the revolutionary situation in Putian fundamentally improved, and conditions matured for restoring the Putian Central County Committee. In September of the same year, leading cadres including Wang Yujie and Pan Tao held a joint meeting of the Party and League at the home of Cai Xianbiao in Xicuo Village, Lingchuan, Putian, where they re-established the Putian Central County Committee of the Communist Party of China to unify the leadership of the revolutionary struggle in Putian and Xianyou. Wang Yujie was appointed Secretary of the Central County Committee, with Pan Tao, Zheng Jinzhao, Lin Alang, Chen Jianxin, and Huang Guozhang serving as committee members. Huang Guozhang also concurrently served as Secretary of the Central Youth League County Committee. The guerrilla forces were also reorganized, with Zheng Jinzhao appointed as the captain and Pan Tao as the political commissar. The meeting also discussed the development of new areas, deciding to establish new activity bases in the mountainous regions of Putian and the border areas between Xianyou and Yongtai.

Only the main gate and a section of the surrounding wall remain at the Site of the Joint Meeting of the Party and League in Putian, with the site now covering just 10 square meters. The original hall and house sections have been converted into farmland, and vehicles cannot access the area.
