Yang Pingzheng (1882–1921), originally named Renjie and styled Junmin, was born in 1882 into a poor family in Yanshou. In 1905, during the 31st year of the Guangxu reign, he passed the imperial examination as a xiucai (a successful candidate in the lowest level of the civil service examination).

On the eve of the Wuchang Uprising, Yang Pingzheng went alone to seek advice from Huang Xing, then traveled to Shanghai to join the Northern Expedition army. After the reconciliation between the northern and southern armies, he returned to Putian and co-founded the Xinghua Newspaper with Ye Huazi, using the platform to propose various suggestions for reform.
