Located in Aoping Village at the foot of Baima Mountain in Feiluan Town, it is 17 kilometers from the county seat. The reservoir's catchment area upstream covers 5.86 square kilometers. The dam is a double-curvature arch dam constructed with cement mortar and strip stones. It stands 40.5 meters high, is 139 meters long, 7 meters thick at the base, and 2 meters wide at the top. An overflow section is set in the middle part, with a clear width of 20 meters. The total reservoir capacity is 3.98 million cubic meters. The reservoir’s primary tunnel is 1,080 meters long with a cross-section of 1.5×1.8 meters, utilizing a drop of 158 meters. The secondary main canal adds an additional catchment area of 1.7 square kilometers, using a drop of 110 meters. The tertiary main canal is 1.2 kilometers long, with a bottom width of 1.2 meters and a flow rate of 1 m³/s. The reservoir irrigates 7,000 mu of farmland and generates 6 million kWh of electricity annually. Nestled among the mountains, Jiayang Reservoir boasts pleasant scenery. When the breeze blows, the water surface ripples gently. At the dam’s sluice gate, the surging water sends up sprays of mist, creating a spectacular sight.

Feiluan Town: A town under the jurisdiction of Ningde City. In 1958, the Feiluan Commune was established; it was reorganized as a township in 1984 and became a town in 1988. Located in the southeastern part of the city, it borders the sea to the north and is 13.5 kilometers from the municipal government. Covering an area of 105.5 square kilometers, it has a population of 23,000. National Highway 104 passes through the town. It administers 19 village committees—Feiluan, Meitian, Nanshan, Puling, Qilonggang, Xiangyangli, Lankou, Chenjiayang, Wuting, Lianshun, Shangcun, Xiacun, Tingli, Shenyang, Xinyan, Aoping, Aoli, Wan Yao, and Nanmenwu—and two neighborhood committees: Luan’gang and Xin’ci.
