It is one of the first batch of municipal-level patriotic education bases in Ningde City. In March 1934, following the failure of the urban revolutionary efforts in Ningde, the revolutionary center moved to the mountainous areas around Meikeng. In July of the same year, the Soviet Government of Ningde County was established in Kengtou Village, with Chi Chenwang, a native of Kengtou, as its chairman. In September, the Ningde County Committee of the Communist Party was re-established in Kengtou Village. The former site of the Soviet Government of Ningde County is a two-story earthen and wooden structure covering an area of 230 m² with a total of eight rooms. At the entrance of the site stands a memorial stele, erected in July 1988 by the Ningde County Committee of the Communist Party of China and the People's Government of Ningde County, Fujian Province, to commemorate the re-establishment of the Ningde County Committee and the founding of the Soviet Government of Ningde County.
