The management body of the Huotong Dongtian Water Conservancy Scenic Area is Ningde Huotong Tourism Development Co., Ltd., which is responsible for the protection, management, development, and utilization of the water conservancy projects and landscape resources within the scenic area.

The scenic area includes the Huotong section of the Huotong Stream basin and its flood control projects, as well as the Huangju Water Conservancy Project. Centered around the Huotong Stream basin, it combines functions such as water conservancy science education, ecological sightseeing, ancient town leisure, village vacationing, and waterfront recreation. It provides a comfortable leisure space for both tourists and local residents, and is a semi-public, open scenic area.

According to the "Standards for Water Function Zoning" and the "Water Function Zoning of Major Rivers, Lakes, and Reservoirs in Fujian Province," the Huotong Dongtian Water Conservancy Scenic Area in Jiaocheng District is located in the main channel of the Huotong Stream, with no industrial pollution in the upstream and surrounding areas. The scenic area management has invested substantial human and material resources to enhance conservation efforts. The development of water conservancy tourism projects has minimal overall impact on water quality and aquatic ecological environments, and plays a certain role in promoting local economic development.
