The Site of the Former Xia'nan District Committee of the CPC in Sha County is located in Yongxi Village, Qingzhou Town, Sha County. In the winter of 1947, Yang Liangyan, Secretary of the Yuangu’ou Central County Party Committee of the Urban Work Department under the Fujian–Zhejiang–Jiangxi Regional Committee of the CPC, stayed temporarily at Yongxi Primary School to evade capture by the Kuomintang. He returned to Nanping in January of the following year. Before leaving, Yang Liangyan instructed underground party member Zhang Ziqian that once the organization reached a certain scale, a district or county committee could be established. In early 1948, the Guanqian Branch of the CPC already had over 20 members. To meet the needs of the struggle, on February 25, 1948, the Xia'nan District Committee of the CPC in Sha County was established on the basis of the Guanqian Branch. Zhang Ziqian served as secretary, with Lu Changlong, Xiao--, Yue Jiaji, Hu Zhaoquan, Hu Shenghong, and Xie Yuanshan as committee members. After its establishment, the district committee carried out covert activities and developed the party organization. It successively recruited 14 members in Qingxi Township (now Qingzhou Town), successfully planned and won a township head election, and led the Qingxi Uprising. In the county seat and at Sha County Normal School, the committee conducted --, achieving phased victories in the struggle and recruiting four more party members.

The Site of the Former Xia'nan District Committee of the CPC in Sha County is located in the central part of Yongxi Village, Qingzhou Town. Due to the construction of the Shaxikou Hydropower Station, the entire village was submerged and relocated about 300 meters north to its current site in 1986. The original village site no longer exists.
