The Luxi Town Huanxin Aquatic Breeding Farm serves as a patriotic education base.

The Huanxin Aquatic Breeding Farm was established in 1957, covering an area of 868 acres. In 1995, the Ninghe County Aquatic Science Research Institute was built within the farm. In 1999, it was approved as a municipal-level aquatic breeding farm, and in 2002, it was certified by the Ministry of Agriculture as a national-level aquatic breeding farm. It is also the site approved by the Ministry of Agriculture for the construction of the Tianjin Carp Genetic Breeding Center, the Tianjin Freshwater Aquaculture Fish Breeding Technology Platform, the Tianjin Triangle Bream Breeding Farm, one of the first youth science education bases in Ninghe County, an outstanding youth entrepreneurship and employment internship base, and has been awarded the Tianjin Pollution-Free Agricultural Product Production Base Certificate. In 1997, it was named a Tianjin Patriotic Education Base by the Municipal Party Committee and Municipal Government.

Over the years, the farm has collaborated with many universities across the country to establish a "teaching, research, and production integration base" for college students. Its annual production capacity of high-quality fish fry exceeds 4 billion, distributed to 29 provinces (autonomous regions and municipalities) nationwide, making it the largest specialized freshwater fish fry production farm in China with the widest promotion area of improved breeds.

The farm houses seven modern large-scale fry production workshops, eight spawning ponds, fourteen large-scale incubation loops, seventy-six standardized breeding ponds, one 3,600-ton annual-capacity feed workshop, and a closed water circulation and high-efficiency comprehensive utilization system, achieving energy-saving and environmental protection goals. The Tianjin Carp Genetic Breeding Center of the Ministry of Agriculture, the Tianjin Freshwater Aquaculture Fish Breeding Technology Platform, and the Ninghe County Aquatic Science Research Institute have built a modern 500-square-meter laboratory, which includes a molecular genetics lab, cytogenetics lab, developmental biology lab, disease control lab, water quality analysis lab, histology lab, information resource room, specimen room, and archives room, equipped with 106 sets of instruments and equipment capable of molecular genetics and other analytical research.

The breeding farm has always regarded technological innovation as the driving force of enterprise development. In 1960, the successful hatching of silver carp in the Tianjin region was achieved, and since then, nine new freshwater fish breeding varieties with independent intellectual property rights have been developed, reviewed by the National Aquatic Original Species Approval Committee, and approved for promotion by the Ministry of Agriculture. These contributions have made significant impacts on the aquaculture industry, establishing the farm as a leading example among national-level breeding farms.

The Huanxin Aquatic Breeding Farm education base is open to the public free of charge year-round and has formed a long-term “patriotic education consortium” with primary and secondary schools in Ninghe County. Institutions such as Tianjin Agricultural College, the Ocean College of Hebei Agricultural University, and the College of Life Sciences at Northeast Agricultural University use the breeding farm as a student training and internship base. The remarkable achievements of Huanxin Farm in revitalizing the freshwater aquaculture industry through technology, as well as the pioneering spirit of hard work and striving for progress demonstrated by its staff, have inspired the public—especially young people—for many years to be enterprising, study diligently, promote patriotism, and fully realize the educational role of the base.
