The Former Site of the Huaihai Campaign in Xiaoxian County is a cultural tourism attraction and a classic red tourism destination.

The world-shocking Huaihai Campaign began in November 1948, and after annihilating the Huang Wei Corps in mid-December, all members of the General Front Committee of the Huaihai Campaign—, —, Chen Yi, Su Yu, and Tan Zhenlin—held a meeting in the backyard of Li Chunhua’s home in Yangtaizi, Caiwa, to discuss the deployment for the river-crossing operation and plans for troop reorganization.

During a break in the meeting, the five leaders took a commemorative photo in the yard. Prior to this, the headquarters of the East China Field Army of the Chinese People's Liberation Army had moved into the village. By January 1949, when the Huaihai Campaign concluded, the East China Field Army headquarters had operated in Caiwa for 28 days. The former sites of the East China Field Army headquarters and the General Front Committee meeting in the village are now county-level cultural heritage protection units, with the original indoor furnishings (such as old-style beds, tables, chairs, and long cabinets) well preserved.
