Located at the entrance of Heyang Village, Jiapeng Township, it was originally built during the Ming Dynasty, faces east, and covers an area of 95 square meters. It consists of four parts: a waterwheel, a pestle, a stone mill, and a flour storage bin. Utilizing the principle of converting water energy into kinetic energy, the system employs the waterwheel to drive the pestle for grinding crops such as rice, corn, and paddy. The stone mill is also a tool for grinding grain, powered by the waterwheel. The flour storage bin is used to sift flour, separating coarse and fine flour so that the coarse flour can be further ground into fine powder. This shuidui (water-powered mill) has existed since the Ming Dynasty, and the village takes its name from it—thus called Shuidui Xia (Below the Watermill). The shuidui remains relatively intact and holds significant historical and cultural value. In June 2011, it was designated as part of the sixth batch of county-level cultural heritage protection sites, with approval document number Jizheng [2011] No. 46.

Heyang Village: Heyang Village is located in the northeastern part of Jiapeng Township. It was formerly the seat of the Heyang Township government. It borders Lin’an City in Zhejiang Province, separated only by a mountain, and is 6 kilometers away from Dushi Town. The village administers nine natural villages, 11 villager groups, 495 households, and 1,513 residents. The area is predominantly mountainous, with a total mountainous land area of 18,303 mu, and per capita arable land of only 0.3 mu, making it a typical remote mountainous region.
