Located in the center of Xiashui Village, Jiapeng Township, it faces south and was originally built in the mid-Qing Dynasty, covering an area of 120 square meters. The structure is made of brick and wood, featuring a single-entry, three-bay layout with a two-story building, east and west wing rooms, a front courtyard (skywell), bracket arms supporting the overhanging eaves, a mixed post-and-lintel and Dougong-style beam frame, a clay floor, and enclosed firewalls. The indoor window lattice boards are exquisitely carved, the building is well-preserved, and it holds certain historical value.

Guo Yin (1926–): Originally named Hu Luyan, with the childhood name Hu Jiajian, he was a native of Xiashui Village, Jiapeng Township, and is a renowned aesthetics master in China. He has served as a researcher at the Anhui Academy of Arts, an honorary researcher at the Anhui Research Institute of Culture and History, an adjunct professor in the Philosophy Department at Nankai University, and as honorary president of the Anhui Aesthetics Society, the Anhui Green Culture and Green Aesthetics Society, and the Anhui Guanzi Research Association, as well as honorary chairman of the Anhui Chinese Painting Society.
