The Former Site of the Military and Political Affairs of the 28th Red Army is a national AAA-level tourist attraction, a cultural relic protection unit of Anhui Province, a classic red tourism site, and a patriotic education base.

A national AAA-level tourist attraction and one of China’s 100 classic red tourism sites — the Former Site of the Military and Political Affairs of the 28th Red Army is located within the Yaoluoping National Nature Reserve in Baojia Township, Yuexi County. It is 55 kilometers from the county seat, accessible via National Highways 318 and 105 as well as Provincial Highway 209, making it convenient and easily reachable.

The scenic area features dense forests, bamboo groves, winding streams, valleys, flowing springs, and waterfalls, making it one of the regions in the Dabie Mountains with relatively concentrated natural landscape resources. Yaoluoping was also a famous revolutionary base area and the former stationing ground of the 25th and 28th Red Armies. In the summer of 1935, Gao Jingting led the 28th Red Army to this location. Seeing the favorable terrain and strong mass support, he decided to establish a base here, with the overall command post set up on this site. Soon after, with the cooperation of the local Party organization, a Red Army plainclothes squad was formed, and a mountain forest hospital, Red Army uniform factory, small arms repair workshop, and Red Army supply store were established. Gradually, this place became the headquarters and central guerrilla base of the 28th Red Army.

This former site is important physical evidence of the 28th Red Army’s three years of arduous and extraordinary guerrilla warfare, and it also bears witness to the deep bond between the 28th Red Army and the people of Yuexi. Therefore, preserving it means preserving this red memory, which holds great significance.

(1) Former Site of the 28th Red Army Re-establishment Meeting

Protected area: 13 meters east, 11 meters south, 16 meters west, and 10 meters north outside the surrounding wall foundation of the former site. 15 meters east, south, west, and north outside the memorial pavilion foundation.

Construction control zone: 200 meters east, south, west, and north beyond the protected area.

(2) Former Site of the 28th Red Army Xiaohenan Meeting

Protected area: 4 meters east to the field outside the gate, south to the field in front of the wall, 1 meter west to the back wall, and north to the field in front of the wall.

Construction control zone: Approximately 200 meters east to the river dam, 80 meters south to the mountain-foot stream, 50 meters west, and 70 meters north to Xiaozhoudigang.

(3) Former Site of the Second KMT-CPC Peace Talks in the E-Yu-Wan Border Region

Protected area: 33 meters east to the hillside outside the outer wall foundation of the former site, 150 meters south to the front of the former site’s gate, 21.5 meters west to the hill ridge outside the outer wall foundation, and 100 meters north to 100 meters beyond the drip line of the rear eaves.

Construction control zone: 100 meters east, south, west, and north beyond the protected area.

(4) Former Site of the Military and Political Affairs of the 28th Red Army

Protected area: 10 meters east, south, west, and north outside the main structure.

Construction control zone: 15 meters east, south, west, and north beyond the protected area.

Baojia Township: Located in the northwest of Yuexi County, Baojia Township lies at the junction of three counties (Yuexi, Huoshan, and Yingshan) across Anhui and Hubei provinces, 55 kilometers from the county seat of Yuexi. It borders Qingtian Township to the east, Heping Township to the south, Caopan Town of Yingshan County in Hubei and Taiping Township of Huoshan County in Anhui to the west, and Taiyang Township of Huoshan County to the north. Provincial Highway 209 runs through the entire township. It governs 4 administrative villages and 81 villager groups, with a total population of 5,756 in 2005, all of whom are Han Chinese.
