The Zhejiang Provincial High Court was established in the 19th year of the Republic of China (1930), and the Hang County District Court of Zhejiang Province was established after the 16th year of the Republic of China (1927). Their predecessors were the Zhejiang High Judicial Court and High Procuratorial Court, as well as the Hangzhou Local Judicial Court and Local Procuratorial Court, which were established in the 2nd year of the Xuantong reign of the Qing Dynasty (1910). These judicial institutions have been operating at the same location since their establishment — Court Road (formerly known as Neisiqian in the Qing Dynasty), now the northwest corner of the intersection of Yan’an Road and Qingchun Road. In December 1937, during the 26th year of the Republic of China, the invading Japanese army occupied Hangzhou, and the Zhejiang Provincial High Court along with the Hang County District Court moved inland with the government. After the victory of the War of Resistance in 1945 (the 34th year of the Republic of China), both courts returned to Hangzhou and continued to operate at their original location on Court Road. In October 1946 (the 35th year of the Republic of China), the Hang County District Court was renamed the Hangzhou District Court. After the liberation of Hangzhou in May 1949, the Zhejiang Provincial High Court and the Hangzhou District Court were taken over by the Hangzhou Military Control Commission of the East China Military Region of the Chinese People’s Liberation Army. Subsequently, the people's government established new people's democratic legal and political institutions. In 1951, the former court site was allocated for use by the Zhejiang Medical College Military Hospital (now the Zhejiang University School of Medicine) and has remained in use there ever since. The surviving building at the old site is the courtroom of the Hang County District Court of Zhejiang Province. Between 1951 and 1966, two-fifths of its original structure was demolished due to the widening of Yan’an Road.

As a surviving architectural remnant of judicial institutions from the former regime, the Former Site of the Zhejiang Provincial High Court and Hang County District Court is the only one of its kind in Hangzhou. The building places emphasis on facade decoration and features an architectural style characteristic of its era, holding significant historical, artistic, and scientific value.

The subdistrict Party Working Committee and Subdistrict Office are located at No. 47 Guanxiang, Zhongshan North Road.
