Zhejiang Ocean University is a teaching and research-oriented university jointly established by the State Oceanic Administration and the People's Government of Zhejiang Province. The university was founded in 1958 as Zhoushan Fisheries College, renamed Zhejiang Fisheries College in 1975, merged with Zhoushan Teachers College in 1998 to form Zhejiang Ocean College, and after 2000, institutions such as the Zhejiang Marine Fisheries Research Institute were successively incorporated. It adopted its current name in 2016. Over the past nearly 60 years, the university has relocated multiple times and undergone many changes, fostering a motto spirit of “Embracing All Rivers and Striving Continuously.” It has made significant contributions to marine talent cultivation, scientific innovation, industrial upgrading, and cultural heritage in eastern China, especially in Zhejiang Province. The university has gradually forged a path of development that aligns with the laws of higher education, closely integrates with regional economic and social progress, and features an increasingly distinct marine focus. The university currently has two campuses: Dinghai Campus and Xincheng Campus. The main Xincheng Campus is located on Changzhi Island in the Zhoushan Archipelago New Area of Zhejiang, nestled against mountains and surrounded by the sea, offering a picturesque environment that is ideal for learning.

The construction and development of the university have always received heartfelt care and strong support from the Party and state leaders. Xi Jinping, General Secretary of the CPC Central Committee and then Secretary of the Zhejiang Provincial Party Committee, visited the university twice to provide guidance. During his visits, Xi spoke highly of the university’s commitment to operating on the island and urged it to continue forging ahead through hard work, focusing on local economic development, striving to develop its own distinctive features, and contributing to the growth of the province’s marine economy. Zhang Dejiang, then Secretary of the Zhejiang Provincial Party Committee and member of the Standing Committee of the Political Bureau of the CPC Central Committee and Chairman of the Standing Committee of the National People’s Congress, pointed out during his inspection that the university should focus on exploring marine science, cultivating marine talent, and developing the marine industry. He emphasized strengthening discipline construction, scientific research, and developing distinctive strengths. Leaders of the Party and state, including Zhao Hongzhu, Hao Jianxiu, Lu Yongxiang, Han Qide, Zhou Tienong, Jiang Shusheng, Tung Chee-hwa, Edmund Ho, and Song Jian, have expressed high hopes for the university’s development during their visits or by inscribing messages for the institution. Former provincial leaders such as Tie Ying, Li Zemin, Xia Baolong, Li Fengping, Chai Songyue, and Li Qiang have inspected and guided the university’s work on multiple occasions, showing great concern and providing strong support. The university covers a total area of 2,596.99 mu (including 720.02 mu of sea area), with a building area of 461,400 square meters. It houses 1.6965 million volumes of printed books and teaching and research equipment valued at 333 million yuan. The university offers master's degree programs, undergraduate education, continuing education, and international student education, and collaborates with overseas universities to jointly cultivate doctoral students. It encompasses disciplines such as science, agriculture, engineering, management, economics, literature, history, and education. Currently, there are 2 Class A and 7 Class B provincial first-class disciplines. In the third round of national discipline evaluations by the Ministry of Education, Marine Science ranked fifth among similar disciplines nationwide. The university has three first-level master's degree programs in Marine Science, Fisheries, and Naval Architecture and Ocean Engineering, two professional master's degree categories in Engineering and Agriculture, and the authority to confer master's degrees based on equivalent academic qualifications. It offers 48 undergraduate majors, among which Marine Fisheries Science and Technology and Naval Architecture and Ocean Engineering are national characteristic majors, and 19 are provincial key, advantageous, emerging characteristic (internationalized) majors. The university has 10 colleges, three interdisciplinary research institutions—the Zhejiang Marine Fisheries Research Institute, Innovation and Application Research Institute, and East China Sea Development Research Institute—and operates an independent college, Zhejiang Ocean University Donghai College of Science and Technology. It has a total of 16,097 full-time students and 1,280 faculty members, including 764 full-time teachers. Among the full-time teachers, 280 hold doctoral degrees, and 471 hold senior professional and technical titles, including 141 with full professorships. The university has 8 dual-appointed academicians, 23 recipients of national programs such as the “Thousand Talents Plan,” “Outstanding Youth Fund,” and experts enjoying Special Government Allowances from the State Council. Additionally, 81 individuals have been selected for provincial programs such as the “Thousand Talents Plan,” “Qianjiang Scholars,” and the “151 Talent Project.” There are 9 provincial-level teaching and scientific innovation teams. The university serves as the deputy director unit of the Ministry of Education's Teaching Steering Committee for Marine Science Programs.
