The Site of the First Congress of the Communist Party of China in Southern Zhejiang is a classic red tourism attraction.

In May 1930, Wang Guozhen returned to Wenzhou after attending the National Soviet Areas Congress in Shanghai as a representative of the Wenzhou-Taizhou guerrilla region. From June 18 to 22, he presided over the First Congress of the Communist Party of China in Southern Zhejiang at the Lingyou Palace in Yutan Village, Rui'an (now part of Ouhai District). Participants included 25 delegates from counties such as Yongjia, Rui'an, Pingyang, Yueqing, Linhai, Huangyan, Wenling, Tiantai, Xianju, and Yongkang, as well as representatives of workers, women, guerrilla forces, and the 13th Red Army. The meeting conveyed the Central Committee’s directives on re-establishing the Southern Zhejiang Special Committee, passed resolutions including “The Current Revolutionary Situation in Southern Zhejiang and the Tasks of the Party,” and initiatives on organizing women's and peasants’ movements. It proposed “mobilizing local uprisings to seize local political power and strive for provincial victory.” The Congress elected the Southern Zhejiang Special Committee of the Communist Party of China, with Wang Guozhen as Secretary, and members including Cao Zhen (Organization), Zhao Sheng (Propaganda), Chen Wenjie (Military), Ying Huanxian (Peasant Movement), Zhu Shaoyu (Workers’ Movement), Yang Dezhī (Women’s Movement), and Jin Jiansan (Committee Member and Secretary).

The Site of the First Congress of the Communist Party of China in Southern Zhejiang is located at the Lingyou Palace in Yutan Village, Xianyan Town, Ouhai District. The Lingyou Palace was initially built during the Qing Dynasty’s Qianlong era, faces west, and consists of an entrance hall, main hall, and north and south wing rooms. The main hall has five bays, and there is an auxiliary stage attached to the east side of the entrance hall. Since 1984, the local government has renovated the Lingyou Palace four times. In February 1992, a memorial hall for the First Congress of the Communist Party of China in Southern Zhejiang was built south of the palace and renovated in 2009. This building is a replica of traditional architecture, covering over 200 square meters with two floors. It includes three exhibition halls: the First Southern Zhejiang CPC Congress Hall, the 13th Red Army Hall, and the Wenzhou Independent Branch Hall, displaying both artifacts and pictorial materials.

The Site of the First Congress of the Communist Party of China in Southern Zhejiang is a Wenzhou Municipal Cultural Relics Protection Unit and a Wenzhou Municipal Patriotic Education Base.
