Yushan Shanghu Tourist Resort

The Yushan Shanghu Tourist Resort is a national AAAA-level tourist attraction and a national forest park.

Situated in the western part of Changshu City, Jiangsu Province, the Yushan Shanghu Tourist Resort spans a total area of 39.2 square kilometers, making up nearly half of the urban built-up area. It is a vital part of Changshu’s distinctive urban form that integrates mountains, water, and city, as well as a key representation of its historical, cultural, and environmental character. It is a national 4A-level tourist attraction and an important component of the national Taihu Scenic Area. Yushan Mountain and Shanghu Lake are respectively among the first batch of national forest parks and urban wetland parks in China. The resort is located at the heart of the Yangtze River Delta, within a one-hour economic, transportation, and living circle of Shanghai, Suzhou, and Wuxi, and just three hours from Nanjing and Hangzhou. Its superior geographical location and convenient transport make it an ideal site for developing a leisure and resort destination.

In July 2008, the Municipal Party Committee and Municipal Government, in line with the strategic goals of “building a strong tourism city,” “revitalizing the city through ecology,” and creating a “city of mountain-water culture and quality living,” decided to establish the Yushan Shanghu Tourist Resort. As a dispatched agency of the Municipal Party Committee and Municipal Government, the Resort’s Party Working Committee and Management Committee were granted the authority to implement “unified planning, unified construction, unified management, and unified operation” within the 39.2-square-kilometer area. Aiming for the standards of a 5A-level tourist attraction and a national-level tourist resort, the Resort focuses on harmonious ecology, an elegant cultural environment, and high-end leisure functions. It integrates resources and builds a brand. By 2012, it plans to independently carry out 22 major construction projects with an estimated investment of about 1.4 billion yuan, aiming to comprehensively upgrade the resort’s tourism infrastructure, landscapes, and cultural elements. At the same time, it will develop high-end conference and business resort hotels, leisure clubs, tourism real estate, experiential mountain forest and lake wetland resorts, as well as fitness and sports bases for mountain, water, and lakeside activities. The Resort will also attract and develop self-guided, fashionable, and intellectually stimulating recreational products, significantly enhancing its overall visitor capacity and appeal. The goal is to transform Yushan Shanghu into a model of Chinese lake tourism and a national leisure resort destination where lake and mountain scenery blend, and ecology and culture coexist.

Yushan Subdistrict: Covering an area of 62.7 square kilometers, Yushan Subdistrict in Changshu City has a permanent population of 207,000, including 137,000 registered residents. The subdistrict is positioned as the core area for all-for-one tourism that integrates mountains, water, and city.

The Jiangsu Provincial Government (Document No. Su Zheng Fu [2017] 103) and the Suzhou Municipal Government (Document No. Su Fu [2017] 62) have recently issued approvals regarding the adjustment of the administrative divisions of Yushan Town, Changshu City.
