The Former Site of the Office of the Communist Party of China Delegation in Shanghai (Zhou Enlai's Former Residence) is a national AA-level tourist attraction, a Major Historical and Cultural Site Protected at the National Level, and a patriotic education base.

The Office of the Communist Party of China Delegation in Shanghai was established in June 1946 as the delegation’s operational base in Shanghai during the negotiations between the Kuomintang and the Communist Party following the victory in the War of Resistance against Japan. Due to restrictions imposed by the Kuomintang at the time, the office was publicly referred to as General Zhou Enlai’s residence, commonly known as Zhou Enlai’s Former Residence. After its establishment, Zhou Enlai, Dong Biwu, and others met with people from all walks of life and held press conferences for both Chinese and foreign journalists here on multiple occasions, elaborating on our Party’s consistent stance on peace and democracy, and exposing the Kuomintang government’s scheme of pretending to seek peace while actually preparing for civil war. The revolutionary activities and struggles carried out by Zhou Enlai, Dong Biwu, and others at the Zhou Enlai’s Former Residence made significant contributions to expanding and consolidating the revolutionary united front for our Party, and to the cause of the liberation of the Chinese people, writing a glorious page in the history of the Chinese revolution.

The Memorial Hall of the Office of the Communist Party of China Delegation in Shanghai has been open to the public since September 1986. It consists of two buildings at 73 and 71 Sinan Road, covering an area of 2,400 square meters with a construction area of 1,049 square meters. Building 73 is the restored part of the former site, a three-story Western-style garden house with a basement, built in the 1920s. Building 71 houses an 80-square-meter “Photo and Historical Exhibition of the Office of the Communist Party of China Delegation in Shanghai,” and there is also a bronze statue of Zhou Enlai in the garden. The main attractions of the entire memorial consist of the former site of Zhou Enlai’s Former Residence, the bronze statue of Zhou Enlai, and the photo exhibition of historical sites of the Zhou Enlai’s Former Residence. Shanghai’s Zhou Enlai’s Former Residence is the only well-preserved and open memorial site dedicated to Zhou Enlai in Shanghai. It was listed as a municipal-level cultural relics protection unit in Shanghai in 1959, and the memorial hall was restored and established in 1979.

On October 7, 2019, the Former Site of the Office of the Communist Party of China Delegation in Shanghai was included in the eighth batch of Major Historical and Cultural Sites Protected at the National Level.
