In early July 1937, in order to promote a united front between the Chinese Communist Party and the Kuomintang against Japan, the Central Committee of the Communist Party of China sent a delegation led by Zhou Enlai, Bo Gu, and Lin Boqu to Lushan for negotiations with the Kuomintang. While passing through Shanghai, Zhou Enlai met with Pan Hannian and Liu Xiao, leader of the underground Communist Party in Shanghai, at the China Hotel (now the Shanghai Railway Hotel) located at No. 160 Guizhou Road. There, he gave important directives regarding the inevitability of Japan’s full-scale invasion of China and the need to form an anti-Japanese national united front. The lobby of the Shanghai Railway Hotel now features an informational display about Zhou Enlai’s visit to the China Hotel. It is open to the public free of charge.
