The Shanghai Federation of Industry, Commerce, and Students was established on June 4, 1925 (the 14th year of the Republic of China). It was formed after the May Thirtieth Incident, when the Chinese Communist Party, through the Shanghai General Labour Union, united the National Students' Federation, the Shanghai Students' Federation, and the Shanghai General Chamber of Commerce of All Streets to jointly establish a unified command body leading the anti-imperialist movement in Shanghai. The federation was composed of a committee with six representatives from each of the four groups, and had seven departments: General Affairs, Clerical Work, Communications, General Management, Economics, Investigation, and Propaganda. The committee met once a day, with the chairmanship rotating and determined by draw. On June 7, the federation put forward 17 conditions for negotiations with imperialism. On June 11, it organized a civic assembly of nearly 100,000 people at the public stadium outside the West Gate, passing an anti-imperialist declaration and resolutions. On June 30, it organized a memorial assembly of 200,000 people for the martyrs who died during the May Thirtieth Movement. During the May Thirtieth Movement, the federation also published the “Shanghai Federation of Industry, Commerce, and Students Daily”, actively raised donations to support and aid workers, and opposed the Shanghai General Chamber of Commerce’s attempt to amend the 17 conditions. From July 23 to 28, the federation’s office was temporarily sealed by the Fengtian warlords. After being unsealed, it continued its anti-imperialist struggle. On September 18, imperialism, in collusion with the Fengtian warlords, forcibly shut down the Shanghai General Labour Union, and the federation was also compelled to announce its self-dissolution on September 21. Initially, the federation temporarily borrowed space at Lida Middle School on Huangjiaque Road for its office. Starting June 17, it rented No. 2 Qing’an Li as its official office until the federation was dissolved. Qing’an Li was originally a traditional Shikumen-style two-story residential alleyway. It was destroyed by Japanese artillery fire during the August 13th Incident of the War of Resistance against Japan in 1937. Later, a new building was constructed on the original site, which became the factory for the Yongxing Dye Works. It is now the guesthouse and second retail outlet of the Shanghai Colored Weaving No. 5 Factory and the Shanghai Xinlian Textiles Import & Export Company.

Designated as a protected cultural heritage site of Shanghai on September 7, 1962. Re-designated as a commemorative site of Shanghai on November 17, 1987.
