Located at 361 Ximen Road (now Zi Zhong Road). During the First Revolutionary Civil War, in order to support the Northern Expeditionary Army in overthrowing the warlord Sun Chuanfang’s rule, Shanghai workers launched three armed uprisings under the leadership of the Chinese Communist Party. On March 21, 1927, 800,000 Shanghai workers, under the leadership of the Special Committee of the Central Committee of the Communist Party of China, which included Chen Duxiu, Zhou Enlai, Luo Yinong, and Zhao Shiyan, launched the third armed uprising and achieved final victory. Throughout the uprising, many orders were drafted and issued here, and numerous important preparatory meetings and activities — including a military training class for the workers' picket corps — were conducted in this building. In 2002, it was designated as a municipal-level cultural relics protection unit commemorative site by the Shanghai Municipal People’s Government.

It was designated as a municipal-level cultural relics protection unit by the Shanghai Municipal People’s Government in 1960, and as a municipal-level cultural relics protection unit commemorative site in 2002.
