Former Site of the Contact Point for the CPC Central Committee and the Central Military Commission

The former site of the contact point for the CPC Central Committee and the Central Military Commission is a protected cultural heritage site of Shanghai.

The former site of the contact point for the CPC Central Committee and the Central Military Commission is located on the second floor (front entrance) at No. 112 Zhongshan East Road, Zhejiang.

After the failure of the First Great Revolution, the Chinese Communist Party was forced underground and relocated from Wuhan to Shanghai. In the summer of 1928, the Party’s Sixth National Congress was held in Moscow, where Zhou Enlai served as the secretary-general of the congress and was elected as a member of the Central Committee. At the First Plenary Session of the Sixth Central Committee, Zhou Enlai was elected as a member of the Central Political Bureau and, together with -- and Cai Hesen, was chosen as a member of the Standing Committee of the Political Bureau. The Central Committee assigned Zhou Enlai to oversee the Party’s organizational and military work, in addition to serving as the secretary-general of the Standing Committee of the Political Bureau and head of the Central Organization Department. In early November, Zhou Enlai secretly returned to the then tightly controlled city of Shanghai, where the central organs were dispersed and hidden in various locations. The contact point for the Central Political Bureau and the Central Military Commission was set up on the second floor of No. 112 Zhongshan East Road, Zhejiang, serving as the venue where Zhou Enlai discussed and studied issues with military commission leaders.

The second floor of No. 112 Zhongshan East Road, Zhejiang, is an old-style two-story residential building constructed with brick and wood. The second floor of the building currently serves as a residence. According to the “Directory of Revolutionary Sites, Relics, and Memorial Places in Huangpu District,” this second floor once functioned as a contact point for the CPC Central Committee and the Central Military Commission. Comrade Zhou Enlai used to meet here with responsible comrades who came to Shanghai from other regions, such as Zhang Zhaofeng, a delegate to the Sixth Congress, Comrade Zhuolanfang, former Secretary of the Zhejiang Provincial Committee and Central Inspector, as well as comrades Long Dadao and Yang Shannan. In October 1928, a meeting of the Central Political Bureau was held here; attendees included --, Cai Hesen, Li Lisan, Li Weihan, Deng Xiaoping, and other comrades.

On April 4, 2014, the Shanghai Municipal People’s Government officially designated and announced the former site of the contact point for the CPC Central Committee and the Central Military Commission as a protected cultural heritage site of Shanghai (Shanghai Government Document No. [2014] 29).
