Former Site of the CPC Heilongjiang Provincial Committee and the Provincial Government

The former site of the CPC Heilongjiang Provincial Committee and the Provincial Government is a National Key Cultural Relics Protection Unit.

The former site of the Heilongjiang Provincial Committee is located on the south side of 13th Street, Jiaotong Road, Beian City. It is a gray two-story building. Lao Dan said that the building was constructed around 1944 and originally served as the government office of the puppet Manchukuo Beian County. The building covers a sizable area, with a total construction area of 3,472 square meters. It is V-shaped in layout and was originally gray. Locals in Beian call it the "Big Gray Building."

Shortly after Japan's surrender, in October 1945, the Northeast Bureau of the Central Committee sent Wang Zhiyuan and 23 others to Beian, where they established the Nenjiang Regional Working Committee, which was later renamed the Heilongjiang Provincial Working Committee. They operated out of this gray building. On November 12, Fan Shiren, Zhao Dezun, Yang Yingjie, and Wang Heshou successively arrived in Beian, strengthening and completing the establishment of the Heilongjiang Provincial Committee. On November 14, the Heilongjiang Provincial Government was formed, with Chen Dafan as chairman and Yang Yingjie as vice-chairman. At that time, Heilongjiang Province was the first complete province under the leadership of the Party. Veteran proletarian revolutionaries such as Liu Shaoqi and Cai Chang lived, worked, and fought here. On July 24, 1947, the Heilongjiang Provincial Committee held a meeting of cadres at or above the county and regimental level in Beian, where Comrade Liu Shaoqi delivered a report on the current situation and tasks. In August 1947, Comrade Cai Chang visited Zizheng Village in the Sixth District of Beian to inspect land reform work. In March 1947, Wang Heshou, Secretary of the Heilongjiang Provincial Committee, went to Zizheng Village in the Sixth District to pilot initiatives aimed at organizing labor and developing production. The land of Beian bears the footprints of these veteran proletarian revolutionaries.

The Heilongjiang Daily was founded in Beian on December 1, 1945, initially named Shi Shi Xin Wen (Current Affairs News), and was renamed Heilongjiang Daily on February 1, 1946. On July 1, 1946, the Northeast Military and Political University was established in Beian’s Dongdaying (East Barracks), with Comrade Li Fuchun, Secretary of the West Manchuria Sub-bureau, attending the inauguration and delivering a speech. In mid-July of the same year, the Northeast Engineer School was established in Beian’s Nandaying (South Barracks). The school trained two sessions of students in Beian, totaling 1,500 individuals, who contributed to the victory of the Liberation War. Beian also dispatched stretcher teams to support the Liaoshen Campaign... During the Liberation War, Beian was one of the Party’s key strategic rear bases in North Manchuria. The Heilongjiang Provincial Committee, as a pivotal governing body, made significant contributions to the struggles for the liberation of Northeast China and all of China.

On May 15, 1949, Heilongjiang Province and Nenjiang Province merged into a single Heilongjiang Province. The provincial committee and government offices were relocated from Beian to Qiqihar. The former provincial committee office building was later repurposed as the campus of the Agricultural Specialized School, which had moved from Keshan. It was subsequently rented by Beian Huaida Group Co., Ltd. as office space, with the first floor housing the Huaida Grand Hotel.

On October 7, 2019, the former site of the CPC Heilongjiang Provincial Committee and the Provincial Government was included in the eighth batch of National Key Cultural Relics Protection Units.
