On February 3, 1946, the Kuomintang Liaoning Provincial Party Department and the Kuomintang Tonghua County Party Department, in an attempt to overthrow the democratic government established in Tonghua, sabotage the construction of the Tonghua base area, colluded with remnants of the Japanese Kwantung Army, puppet forces, bandits, and others to launch an armed riot, historically known as the "February 3 Counterrevolutionary Riot." Before surrendering, Japan had intended to hold Tonghua as its last stronghold and transferred a considerable number of troops and supplies there. After Japan's surrender, 3,000 remnants of the Japanese Kwantung Army’s 125th Division, led by Colonel Fujita Mitsuhiko, hid in the Lao Ling Mountains around Shiren and Linzitou; 30,000 Kwantung Army troops under Lieutenant General Tomonaga hid in areas such as ??. Some of the surrendered Japanese personnel who were not repatriated gathered in Tonghua. The Japanese authorities had previously instructed local collaborators in Tonghua to secretly assist the Japanese. On February 15, Sun Gengyao, head of the Kuomintang Tonghua County Party Department, met with Fujita at the home of Jiang Jilong, a key member of the Kuomintang Tonghua County Party Department, to secretly discuss plans for an armed coup to seize power. On January 15, 1946, the “Provisional Dongbian Regional Military-Political Committee” was established, with Sun Gengyao as director and Fujita Mitsuhiko as head of the military department. They also formed a “Military Integration Committee,” recruiting hidden Japanese troops and organizing over 13,000 insurgents with the 3,000 Japanese Kwantung Army soldiers hidden in downtown Tonghua as the core. At 4 a.m. on February 3 (the second day of the Lunar New Year), the lights in Tonghua city suddenly flickered off three times before the entire city went dark. Three long whistles sounded, and an armed uprising orchestrated by the collaboration of Chiang Kai-shek’s forces and the Japanese began. Key targets of the enemy included the Tonghua Detachment Headquarters, the Tonghua Administrative Supervision Commissioner’s Office, the Municipal Public Security Bureau, the airport, and the Red Cross Hospital. Under the leadership of the Tonghua Sub-branch of the Chinese Communist Party, the people of Tonghua successfully suppressed the “February 3 Counterrevolutionary Riot,” thwarted the conspiracy of Chiang and the Japanese to overthrow the people’s government, cleared the way for the Central Committee and the Northeast Bureau to establish the first major military rear base in Tonghua, and consolidated the Changbai Mountain base area.
The surviving building was once the Tonghua Administrative Supervision Commissioner’s Office. Among all the military positions, the defense battle at the Commissioner’s Office was the fiercest, and it is one of the few remaining above-ground structures from that time.
