In October 1945, He Changgong, Vice President of the Yan'an Anti-Japanese Military and Political University, was ordered by the Central Committee to lead over 4,000 personnel — including the main campus and the First, Second, and Fourth Divisions of the Anti-Japanese Military and Political University, as well as the university’s directly affiliated units — from the revolutionary holy land of Yan’an. They traveled through six provinces and regions: Shaanxi, Shanxi, Suiyuan, Chahar, Rehe, and Liaoning. Overcoming numerous challenges and covering thousands of miles through mountains and rivers, they arrived in Tonghua City in February 1946, where it was renamed the “Northeast Democratic Allied Army Military and Political University.” The Northeast Democratic Allied Army Military and Political University also oversaw the Northeast Democratic Allied Army Artillery School, Aviation School, and Engineer School in Tonghua. The university dispatched a large number of cadres to establish three branch schools — in Northern Manchuria, Eastern Manchuria, and Southern Manchuria — and built up sound organizational structures for each.

In May 1946, the Military and Political University relocated from Tonghua to Changchun.
