The Hei Island Tourist Resort is located about 30 kilometers east of Zhuanghe City, covering an area of 10 square kilometers. With picturesque scenery and a pleasant climate, it boasts over a hundred natural and cultural attractions such as Fairyland Seaside, Phoenix Mountain, Tiger Mountain, Beiwutun Historical Site, Meiling Reef, Elder Stone, Statue of Lin Yongsheng, Tide-welcoming Heaven-reaching Cave, and Sea Pearl Colorful Rock Corridor.

During the mid-Ming Dynasty, General Huang Gui stationed defenses here against Japanese pirates, and the remains of the beacon tower can still be seen today. The site of the First Sino-Japanese War naval battle lies in the waters south of Dalu Island to the southern part of Hei Island. Patriotic naval officer Lin Yongsheng, commander of the Jingyuan warship, went down with his ship and died for his country near Elder Stone off the southern coast of Hei Island. The area’s beautiful and mystical folk legends, along with its rare and marvelous natural landscapes—especially the spectacular sunrise—have attracted numerous notable visitors throughout history. Dolong’a, a renowned Manchu scholar hailed as the foremost of the “Two Luminaries of Liaodong” by Emperor Daoguang, visited Hei Island and left behind the poetic line: “One stretch of water eternally links Zhanglu Island, while peaks surround Phoenix Mountain.” Wang Shoudao, former Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference, also visited Hei Island and inscribed the words “Hei Island Panorama.”

The island within the Zhuanghe Hei Island Tourist Resort features undulating peaks, among which Phoenix Mountain is the highest. The southern sea area is vast and boundless, abundant with various seafood. On the eastern side lies a natural bathing beach stretching 500 meters long and 300 meters wide. The Yingna River meanders gently from the northwest, circling the mountains of Hei Island before flowing into the sea.
