With the increasing prevalence of personal mobile devices and the growing demand for real-time use of electronic gadgets, the Civil Aeronautics Administration has announced relaxed regulations on the use of personal electronic devices by passengers on domestic flights. Carriers such as China Airlines, EVA Air, and domestic airlines including Mandarin Airlines, TransAsia Airways, Uni Air, and Far Eastern Air Transport have indicated that they plan to implement this measure starting September 1. However, TransAsia Airways stated that the policy is still under planning. For international flights operated by foreign airlines, regulations vary according to their respective national aviation authorities.

The Civil Aeronautics Administration stated that restrictions on the use of personal electronic devices by passengers will be eased based on different flight phases, with the following guidelines:
◎ From the time the aircraft begins taxiing until takeoff, and from landing until leaving the runway, passengers may use personal mobile communication devices such as mobile phones with the captain’s approval and following cabin crew instructions.◎ During the flight, both on international and domestic routes, passengers may use personal electronic devices that can be stowed or secured in the seat pocket, or mobile communication devices set to airplane mode.
◎ Personal electronic devices that cannot be securely held or stowed in the seat pocket (such as laptops and peripheral devices) may be used during the cruising phase of international flights (above 10,000 feet altitude); on domestic routes, due to factors such as cruise duration and operational arrangements, these devices may not be used.
◎ If the aircraft is equipped with approved onboard communication devices (such as Wi-Fi systems), the corresponding communication devices may be used when the system is active.
In addition, passengers should note that regulations regarding the use of personal 3C devices on flights may vary depending on airline policies, weather conditions, or aircraft type. Several domestic carriers are currently conducting relevant testing and updating their manuals, and will announce implementation dates and procedures after obtaining approval from the Civil Aeronautics Administration. Passengers who wish to use personal electronic devices should check the airline’s official website or inquire at the check-in counter before boarding.
