The 2017 Alishan Flower Festival began on March 10, 106 (2017), and lasted until April 10. To improve the quality of flower appreciation and tourism, the Directorate General of Highways, Chiayi County Government, the Alishan National Scenic Area Administration of the Tourism Bureau of the Ministry of Transportation and Communications, the Chiayi Forest District Office of the Forestry Bureau, as well as bus companies and other organizations collaborated to implement holiday traffic management measures over three consecutive weekends starting from the beginning of the festival (March 11, 12, 18, 19, 25, 26 — a total of 6 days). In 106 (2017), to provide the public with more diverse transportation options, individual visitors who entered the park via public transport during the management period could enjoy a discounted entrance ticket price of NT$150 (original price NT$200) by presenting their bus ticket. The relevant traffic management measures are as follows:

I. Visitor Total Capacity Control: 10,000 group visitors, 2,000 overnight visitors, 2,000 individual visitors, plus 2,000 people ascending the mountain outside controlled hours, totaling 16,000 visitors per day.
II. Reservation and Shuttle Transfer Service
(1) Group Visitors: Must register and make reservations through the Chiayi Forest District Office’s Group Visitor Diversion and Park Reservation System, then purchase tickets at the parking area 300 meters past the Wuhuliao Bridge at the 29k mark on Provincial Highway 18 with their vouchers.
(2) Individual Visitors
1. Short-Distance (Provincial Highway 18): Visitors can use the Hsin Cheng Bus ticketing system available at convenience stores such as Uni-President, FamilyMart, and Hi-Life across Taiwan. Based on the desired date, time, and parking availability (at 61k Baxinsha), choose a suitable bus schedule to reserve and book tickets, then proceed to the designated transfer point at the scheduled time and location to board the bus up the mountain.
2. The reservation system for short-distance individual visitors will open for booking and seat selection starting at midnight on Thursday, February 23, 106 (2017). Additional bus schedules and reservation slots may be added flexibly depending on the number of reservations.
III. Passenger Vehicle Control
(1) Controlled Periods: During the first three weekends of the Flower Festival (March 11, 12, 18, 19, 25, 26 — a total of 6 days), small vehicles from the Chiayi side are restricted from 6:00 AM to 11:00 AM, large buses from 6:00 AM to 12:00 PM, and vehicles from the Nantou side from 7:00 AM to 11:00 AM.
(2) Controlled Sections: From the 65.5k Huandi section on Provincial Highway 18 on the Chiayi side to the 21k Tataga section on the Nantou side. Except for those holding relevant documentation (such as work permits or accommodation certificates) or under special circumstances (such as weddings, funerals, or celebrations), small vehicles are prohibited.
IV. Public Transport Transfer Services: Buses are available for transfer at the Chiayi HSR Station, Chiayi County Bus Office – Chiayi TRA Station, 61k Baxinsha on Provincial Highway 18, and Tataga on Provincial Highway 21.
Starting in March 106 (2017), the Directorate General of Highways utilized CMS (Changeable Message Signs) and other channels along Provincial Highway 18 to promote the relevant control measures.
