Explosion at Baixian Water Park: Tourism Bureau Bans Use of Colored Powder in Events!

In response to the explosion at the Color Play Asia color party at Baixian Water Park on June 27, the Tourism Bureau of the Ministry of Transportation and Communications stated that it has established an emergency response team to assist New Taipei City Government in rescuing the injured and investigating the incident. The Bureau will also coordinate with Baixian Park and insurance companies to process the maximum insurance compensation for the victims. Additionally, a notice has been issued to all operators banning the use of colored powder in events.

According to the regulations of the Amusement Park Management Rules, Baixian Park has insured each visitor for NT$5 million in personal injury liability. Regarding the explosion at the event stage area, in addition to supervising Baixian Coast to handle insurance payments for the injured and strengthen tourism safety measures in accordance with the Amusement Park Management Rules and Consumer Protection Act, the Tourism Bureau will also request the New Taipei City Government to review whether the operator has submitted the necessary applications in compliance with the Fire Services Act and Building Act.

This accident at Baixian Coast is a major fire and public safety incident. The Tourism Bureau has issued a letter to the operator in accordance with Articles 37 and 54 of the Development of Tourism Act, ordering an immediate suspension of operations for investigation by relevant authorities. A comprehensive on-site inspection of its management, operations, and facilities will be conducted jointly with the New Taipei City Government.

The Tourism Bureau stated that it will strictly require all operators to submit event applications to the local government’s fire and construction authorities in the future, and only proceed after obtaining approval, in order to ensure the safety of visitors. It will also review regulations to mandate that subcontractors of operators obtain compulsory insurance and submit emergency rescue plans for government review. In addition, the Tourism Bureau has sent notices to all operators banning the use of colored powder in events.
