位于蓟县孟家楼一当地富户农宅。该宅砖木结构，院落狭长，东西厢房排列有序，正房为穿堂式，一明两暗。其东西厢房供作战、机要及警卫人员居住；东次间为前委书记、司令员-居住；西次间设为作战室。屋顶架设防弹铁丝网。
在1948年12月，辽沈战役胜利结束后，为部署平津战役，根据0中央指示，中国人民解放军东北野战军12个军及特司部队近百万大军不待休整急速进关，将总部进驻孟家楼，订这里为平津战役的指挥中心
