Fuyuan Temple is located in Kulun Town, Kulun Banner. Built in the seventh year of the Qianlong reign during the Qing Dynasty (1742), it was named "Fuyuan Temple" by Emperor Qianlong after its completion. The temple complex consists of four main halls: the Mountain Gate Hall, the Scripture Recitation Hall, the Buddha Hall, and the Lord Temple.

Although Xilitu Kulun was historically known as a banner, it originally had no monastic colleges (lama khans). In 1926, the Qoyil Khan College (a philosophy college) was established, and a debate venue was set up in front of the Mountain Gate Hall. Initially, Maidari Hutuktu from Shoukun Temple was invited to serve as the head lama of the Qoyil Khan College in Kulun. In 1929, a lama was invited from the Tümed region to take on the role. Later, Biling, who had studied at Drepung Monastery in Tibet, succeeded as the head lama. Under the head lama, Fuyuan Temple appointed a Demchi Lama to assist in managing temple affairs. There were also other administrative lamas such as Niriba and Bayida. Initially, the Qoyil Khan College was not affiliated with Fuyuan Temple. In 1928, Fuyuan Temple and the Qoyil Khan College merged, housing a total of 121 lamas.

After the merger of Fuyuan Temple and the Qoyil Khan College, in addition to regular religious ceremonies, the most distinctive and longest-lasting event was the Qoyil Khan Ceremony. This ceremony was held year-round, divided into three sessions per quarter. The first session lasted one month, the second twenty days, and the third fifteen days. The Qoyil Khan College could confer academic degrees such as Lamjanba and Dolanba upon lamas who completed their studies.

Fuyuan Temple suffered severe damage during the land reform movement and the Cultural Revolution. In 1986, the People's Government of Kulun Banner carried out renovations, restoring the temple to its former glory.
