Former Site of the Third Party Committee of Northwestern Shanxi

The former site of the Third Party Committee of Northwestern Shanxi is located in the courtyard of Xi Guodong in Xiling Village, Loufan Town, Loufan County, covering a construction area of 307 square meters. In February 1939, the Shanxi Northwest District Committee of the Communist Party of China renamed the Jingle Central County Committee as the Jingle District Committee, with Mu Chunnong serving as the committee secretary and Rao Bin as the deputy secretary. In September 1940, the Shanxi West District Committee and the Shanxi Northwest Administrative Office decided to align the prefectural offices with the district committees. The Jingle District Committee was abolished, and the new Third District Committee and Third Prefectural Office of Shanxi Northwest were established, governing areas including Jingle, Lan County, Western Yangqu, Ningwu, Western Guo County, and Western Xinzhou. The committee was successively led by secretaries Mu Chunnong and Zhang XueXuan. In August 1942, the Shanxi Northwest District Committee was dissolved and replaced by the Shanxi-Suiyuan Sub-bureau of the Communist Party of China, with the Third District Committee coming under its leadership. In December, the Fourth District Committee of Shanxi-Suiyuan was merged into the Third, and the committee’s headquarters moved from Loufan to Lin County. During its time in Loufan, the Third (Shanxi-Suiyuan) District Committee and Prefectural Office were stationed in various locations including Loufan Town, Shuiyu Village, Xiling Village, Jinshan Village, and Ximi Gully. They led the people in conducting universal elections and organizing the “Four Major Mobilizations” for donating grain, money, shoes, and enlisting soldiers, making remarkable contributions to establishing the anti-Japanese base areas and resisting Japanese aggression. The original site included three well-preserved earthen cave dwellings, three renovated east-wing rooms, three collapsed adobe caves, and three west-wing rooms in relatively poor condition.

Xiling Village: Xiling Village in Loufan Town is located southeast of the county town, approximately 35 kilometers from the county center. The village features typical loess plateau landforms characterized by gullies, rugged terrain, and soil erosion. It has a total of 89 households and a population of 404. Over 80% of the residents are illiterate, and the permanent population mainly consists of elderly people, while the younger generation, as part of the new migrant worker population, work outside during idle times and return home for farming during busy seasons. The cultivated land area exceeds 1,300 mu. Currently, the village has no primary school, lacks a pillar industry for economic development, and has no small-scale planting or breeding operations.
