The Prime Minister Zhou Enlai Memorial Poem Monument is located in the Kameyama area of Arashiyama Park, a famous tourist destination in Kyoto City, Kyoto Prefecture, Japan. It is a stone monument inscribed with the poem "Arashiyama in the Rain," primarily erected to commemorate the late Premier of the State Council of the People's Republic of China—Zhou Enlai (1898–1976).

"Arashiyama in the Rain" is a poem written by Zhou Enlai during his studies in Japan, composed on April 5, 1919, during his second visit to Arashiyama on his way back to China. On January 22, 1979, initiated by Yoshimura Magosaburō and jointly proposed by various Japan-China friendship groups and notable figures in Kyoto, the "Prime Minister Zhou Enlai Memorial Poem Monument Construction Committee" was established. On April 16, 1979, the monument was completed, and Deng Yingchao, Zhou Enlai’s widow and Vice Chairperson of the Standing Committee of the National People’s Congress of the People’s Republic of China, personally unveiled the monument. The monument stands 2.4 meters tall and is built from Maanshan stone, a specialty of Kyoto. It has a base, with the full text of "Arashiyama in the Rain" inscribed on the front and the names of the monument’s initiators on the back. The monument is frequently visited by Chinese state leaders during their trips to Japan, and it is also a common site for Chinese tourists to lay flowers and pay tribute, expressing their remembrance and respect.
