Daquan Mountain is situated in Dabaideng Town, approximately 10 kilometers south of Yanggao County. The terrain is characterized by rolling hills and numerous ravines. The village of Daquanshan at the base of the mountain was named following a directive by Mao Zedong. The area includes eight major mountains, twelve large gullies, and seventy-two small gullies, with the highest point at 1,031 meters above sea level. The landscape is complex, with a mix of mountains, gullies, and slopes, and falls within the loess hilly-gully region. Whether in terms of geological features, ecological preservation, or cultural and historical context, Daquan Mountain holds potential for tourism development.

The overall planning principles for Daquan Mountain are based on the area’s typical landscape features, sightseeing characteristics, resource types, location factors, as well as development strategies and functions, to determine the direction of tourism development. The scenic area uses the natural boundaries of mountains such as Baideng Mountain, Luofeng Mountain, Phoenix Mountain, and Daquan Mountain as the main reference, combined with the current construction and development status of the site, to define the planning scope. The total area of the scenic zone is 519.42 hectares. The project construction is divided into short-term, medium-term, and long-term phases, to be carried out in stages from 2009 to 2018.

The spatial structure of the scenic area is designed as “one axis, one zone, and three wings.” The axis refers to the “Soil and Water Conservation Red Science and Technology Axis,” which mainly consists of the 139-step landscape, red soil and water conservation features, and the Soil and Water Conservation Memorial Hall. The zone is a comprehensive service area integrating specialty shopping, leisure sports, tourism reception, and high-end conferences. The three wings are: the “South Wing,” which focuses on building an eco-leisure and wellness area; the “Middle Wing,” serving as a soil and water conservation science demonstration and sightseeing zone; and the “North Wing,” primarily dedicated to ecological management and the historical site park of the Western Han Dynasty’s “Battle of Baideng,” offering ancient heritage experiences.

According to experts, the most significant “golden brand” of Daquan Mountain’s tourism resources is Mao Zedong’s directive on the area’s soil and water conservation efforts. By developing tourism products tailored to local conditions that highlight soil and water conservation, the area promotes its image as the “No. 1 Mountain for Soil and Water Conservation.” It also emphasizes red education culture, complements it with local landscapes and folk life, and maximizes the area’s excellent ecology as a key attraction—offering tremendous potential for tourism development.
