Heng Fa Chuen

Heng Fa Chuen (Heng Fa Chuen) is a large private housing estate in Hong Kong, located in Pak Sha Wan, Eastern District, Hong Kong Island. Following land reclamation, Heng Fa Chuen was completed in phases between 1986 and 1989. The developer was Heng Fa Development Limited under the former Mass Transit Railway Corporation (now MTR Corporation), with construction carried out by the present-day Kerry Properties. Transportation is mainly accessible via the MTR Island Line’s Heng Fa Chuen Station.

Structure

The entire estate consists of 48 blocks (with no Blocks 14 and 44, excluding the two blocks in Heng Fa Garden), making it nominally 50 blocks. Due to being located under the flight path of Kai Tak Airport during construction, none of the buildings exceed 20 storeys. Blocks 1 to 21 are built on top of a depot and are collectively referred to as “Upper Heng Fa,” mostly featuring small units ranging from about 500 to 600 square feet. Some areas may be affected by train noise at times. Blocks 22 to 50 are known as “Lower Heng Fa,” with relatively larger units, primarily three-bedroom flats ranging from around 700 to 900 square feet. Lower Heng Fa is situated by the coast, offering a tranquil environment with views of Kwun Tong, Yau Tong, Lam Tin, Tiu Keng Leng, Tseung Kwan O, and Sunny Bay.

History

The area where Heng Fa Chuen is located, Pak Sha Wan, was originally a rocky beach before development. In the 1970s, to facilitate the construction of the MTR, the Mass Transit Railway Corporation used the site to manufacture components for the cross-harbour tunnel. On December 23, 1980, the Hong Kong government officially approved the phased construction of the Island Line by the MTR Corporation. To build the Chai Wan Depot, Heng Fa Chuen Station, and the later-opened Shau Kei Wan to Chai Wan section of the Eastern Corridor, land reclamation was carried out between Chai Wan West and the current Hong Kong Museum of Coastal Defence. By May 31, 1985, Heng Fa Chuen Station opened with the first phase of the Island Line, and the Chai Wan Depot had also become operational. The Shau Kei Wan to Chai Wan section of the Eastern Corridor was opened in October 1989. After expanding the Chai Wan Depot, the MTR installed noise barriers along the ground-level section of the Island Line from the tunnel entrance to Heng Fa Chuen Station to prevent train disruptions caused by noise and falling debris.

Facilities

The estate has several car parks for residents: two in Upper Heng Fa (one covered multi-storey and one uncovered), and two uncovered car parks in Lower Heng Fa. Non-resident car parks are located near Heng Fa Chuen Shopping Centre and Lingnan Secondary School.

The estate houses the Heng Fa Chuen Club, which offers a gym, billiard room, swimming pool, two badminton courts, and six tennis courts. Other amenities include three children’s playgrounds, a basketball court, and a football pitch. “Lower Heng Fa” also features a waterfront promenade for use by residents and the public. The estate includes a wet market, youth centre, elderly centre, post office, and medical centre. There are also three kindergartens, a nursery, the Salvation Army Ann Wyllie Memorial School, and Lingnan Secondary School.
