Pinglu Nanshan Wenchang Tower Cultural Park, also known as Nanshan Park, is divided into the Wenchang Tower area, the Warring States–Qin–Han Tomb Ruins Protection Zone, the Stone Tablet and Excavated Relics Exhibition Area, and the Four-Season Botanical Garden Area. The central section is the Wenchang Tower area, featuring main structures such as the Wenchang Tower, an archway, a mountain gate, a stage and viewing stands, along with auxiliary facilities. The western part is the Four-Season Botanical Garden, planted with vegetation and flowers from different seasons. It is equipped with pavilions, corridors, benches, and connected by pathways to form a unified space. The eastern section includes the Warring States–Qin–Han Tomb Ruins Protection Zone and the Stone Tablet and Excavated Relics Exhibition Area, where the main constructions are a museum, a stele corridor, and Han-style pavilions. The Wenchang Tower was completed in October 2008. The tower has a regular octagonal floor plan, with six inner stories and nine external eaves, blending the characteristics of a pavilion-style tower and a closely eaved tower. The base of the tower consists of three tiers, with a total height of 24.9 meters, and the tower body stands squarely in the center of the main square platform. The perimeter of the base is surrounded by carved stone railings, and the surrounding area of the base is planted with ornamental trees such as Scots pines.
