The Shanxi-Suiyuan Border Region Revolutionary Memorial Hall is located in Caijiaya, Xing County, on the Shanxi Plateau, at the western foot of the Lüliang Mountains and the northern bank of the Wenshui River. During the Anti-Japanese War and the Liberation War, this was the site of the Central Committee’s Shanxi-Suiyuan Sub-Bureau, the Shanxi-Suiyuan Border Region Government, and the headquarters of the Shanxi-Suiyuan Military District.

The Shanxi-Suiyuan region was one of China’s earliest revolutionary bases. It covered most areas west of the Tongpu Railway in Shanxi Province, as well as the vast regions east of the Yellow River in the former Suiyuan Province and north of the Beiping-Suiyuan Railway. It served as the hub and only passage connecting the liberated areas of North China, Central China, and South China with the Shaanxi-Gansu-Ningxia Border Region. In 1937, after the outbreak of the Anti-Japanese War, He Long and Guan Xiangying, following the instructions of the Party Central Committee, led the 120th Division from Northern Shaanxi to the front lines of the war, launching extensive guerrilla warfare. While delivering heavy blows to the enemy, the 120th Division also mobilized armed civilians on a large scale and carried out a combined military-civilian struggle.

In 1938, the 120th Division launched guerrilla operations north of Taiyuan, cutting the Tongpu transportation line, attacking the Taiyuan Aircraft Factory, and successfully repelling an offensive by the Japanese 26th Division in Datong, laying the foundation for the Shanxi Northwest Anti-Japanese Base. In November, the 120th Division was ordered by the Party Central Committee to move to central Hebei, fighting alongside the local troops and civilians. During the Battle of Huangtuling, they killed the enemy commander Lieutenant General Abe. In January 1940, the Shanxi-Suiyuan Border Region Anti-Japanese Democratic Government—the Shanxi Northwest Administrative Office—was established in Caijiaya, Xing County, with Xue Futing serving as director. In June, the headquarters of the Shanxi Northwest Military District was formed, with He Long as commander and four military sub-districts under it. The establishment of the Shanxi-Suiyuan Anti-Japanese Democratic Government and the military district marked the Shanxi-Suiyuan Anti-Japanese Base as the forward stronghold of the Shaanxi-Gansu-Ningxia Border Region.

From 1941 to 1942, the enemy conducted over 30 sweeping campaigns in the border region, totaling more than 400 days. The troops and civilians in the border region launched vigorous large-scale production movements and arms self-sufficiency campaigns against the sweeps. In October 1942, the Central Committee’s Shanxi-Suiyuan Sub-Bureau was established. Over the following years, the troops and civilians in the border region fought bravely, linking the Shanxi-Suiyuan and Shanxi-Chahar-Hebei regions. In the spring of 1948, Mao Zedong and others arrived in Xing County. On April 2, Mao met with the staff of the Shanxi-Suiyuan Daily in Caijiaya and delivered his famous “Speech at the Shanxi-Suiyuan Cadres Conference.” In May, Mao and others arrived at Xibaipo.

Caijiaya, a heroic sacred land and cradle of revolution, witnessed the rise and growth of the Shanxi-Suiyuan Base, which made outstanding contributions to China’s national independence and liberation.

The current exhibitions at the memorial hall mainly include the former residences of comrades such as Mao Zedong, Zhou Enlai, Ren Bishi, and He Long, the site where Mao Zedong held the Shanxi-Suiyuan Cadres Conference and met with Shanxi-Suiyuan Daily staff, as well as the preserved Six Willow Pavilion; there are also auxiliary exhibits such as the “Shanxi-Suiyuan Border Region Revolutionary Struggle History Exhibition,” “Exhibition Commemorating Chairman Mao’s Activities in Caijiaya,” “Exhibition on the Deeds of Comrade He Long,” and “Exhibition Room for General Secretary Jiang Zemin’s Visit to Xing County.” The name of the memorial hall, “Shanxi-Suiyuan Border Region Revolutionary Memorial Hall,” was inscribed personally by Jiang Zemin. The site is now a national key cultural relics protection unit and is designated as a patriotic and revolutionary tradition education base by the province, prefecture, and county.
