Panzhihua Development and Construction Memorial Hall

The Panzhihua Development and Construction Memorial Hall is a cultural relic protection unit of Sichuan Province.

Building 13 was originally the guesthouse of the Panduo Municipal Committee of the Communist Party of China. Located on the hillside north of Dadukou Street, it faces west with an eastward orientation, covering a land area of 2,100 square meters, a construction area of 1,854 square meters, and a building footprint of 980 square meters. It features a mixed brick-and-wood structure, plain blue bricks, simple walls, a double-slope suspended gable roof covered with green tiles, and measures 61 meters in length, 18 meters in width, and 10.05 meters in height.

In 1964, when large-scale construction began in Panzhihua, to accommodate the influx of builders, the Yunnan Construction Company was ordered to build a series of rammed-earth structures on the northern hillside of Dadukou, with a total floor area of 11,000 square meters, commonly known as the "Ten-Thousand-Square-Meter Guesthouse." Among these sixteen buildings, only Building 13 stood out as a two-story structure with blue brick walls and a tiled roof, primarily used to host national leaders. Hence, it became known as “Building 13.”

From November 30 to December 2, 1965, Deng Xiaoping, General Secretary of the CPC Central Committee, visited Panzhihua on behalf of the Party Central Committee and Chairman Mao. He stayed at Building 13, where he reviewed and approved the overall plan for the construction of the Panzhihua Iron and Steel Base, praising the site as having “unique natural advantages,” which helped spur the development and construction of Panzhihua. Later, it also hosted over 100 other national and party leaders, ministers, and notable figures including Peng Zhen, He Long, Peng Dehuai, Guo Moruo, Fang Yi, Qian Weichang, and others, making it the decision-making center for the Third Front construction in Panzhihua.

In 1995, it was named the “Panzhihua Patriotic Education Base”; in 2002, it was designated as a municipal-level cultural relic protection unit; in 2004, it was opened as the Panzhihua Development and Construction Memorial Hall; in 2009, it was included in the list of national free-access museums (memorial halls); in August 2012, it was listed as a cultural relic protection unit of Sichuan Province.
