Tang historical records state that Pei Xingjian (619–682), courtesy name Shouyue, was a Han Chinese from Wenxi (present-day northeastern Wenxi, Shanxi). He was a prominent official during the reign of Emperor Gaozong of Tang. He was the son of Pei Renji. During the Gaozong era, he held the positions of Minister of Rites and concurrently served as Grand General of the Right Guard, and was granted the title of Count of Wenxi County. Together with Li Jingxuan and Ma Zai, he managed civil service selection for over a decade, gaining a reputation for competence. They were referred to as "Pei-Li" and "Pei-Ma." He established a number of regulations that brought order to the appointment of officials and were adopted by later generations. In his youth, Pei Xingjian studied military strategy under the great general Su Dingfang. Later, he led troops in campaigns against the Eastern and Western Turkic Khaganates, excelling in assessing enemies and securing victories.
