Originally named the Exhibition Hall of the Song History of "Without the Communist Party, There Would Be No New China," the Cao Mars Memorial Hall was completed on June 27, 2008, with a total investment of 2.6 million yuan and a construction area of 600 square meters. It is located in Xigangnan Village, Pingshan County, the hometown of Cao Mars, the lyricist and composer of the song "Without the Communist Party, There Would Be No New China." The memorial hall is now open to visitors free of charge. The name of the hall was inscribed by the former Standing Committee member of the Political Bureau of the CPC Central Committee and Chairman of the National Committee of the Chinese People’s Political Consultative Conference.

The newly renovated and inaugurated memorial hall consists of the Cao Mars Memorial Park and the Exhibition Hall of the Song History of "Without the Communist Party, There Would Be No New China." The memorial park features a monument, a memorial pavilion, and a statue of Cao Mars. The exhibition hall uses precious historical photographs and cultural relics, along with simulated scenes and audiovisual effects, to provide a concise overview of the growth and creative journey of the people’s musician Cao Mars. It highlights the historical background, creative process, historical significance, and lasting impact of the song "Without the Communist Party, There Would Be No New China."
