Zhongshan Lake is a national water conservancy scenic area.

Huangbizhuang Reservoir (Zhongshan Lake Scenic Area) is situated on the main stream of the Hutuo River near Huangbizhuang Town, Luquan City, Hebei Province, about 30 km from Shijiazhuang, the provincial capital. As one of the two major tributaries of the Ziya River system in the Haihe River Basin, the Hutuo River is an important large-scale water control hub project on its middle and lower reaches, with a total storage capacity of 1.21 billion cubic meters. The primary function of the reservoir is flood control, while also serving urban water supply, irrigation, power generation, aquaculture, and tourism.

The planning and construction of Huangbizhuang Reservoir began in May 1958 when the Beijing Survey and Design Institute of the Ministry of Water Resources and Electric Power initiated the preparation of the “Preliminary Design Report for Huangbizhuang Reservoir Project.” Formal construction started in October of the same year by the Reservoir Engineering Bureau. The reservoir became operational for flood interception in 1959 and began water storage in 1960. After experiencing the catastrophic flood of 1963, it was expanded in 1965 and reached its current scale by 1968. Due to some structural issues that emerged during operation, several reinforcement and safety improvement projects were carried out subsequently. With the full completion of the Huangbizhuang Reservoir (Zhongshan Lake) reinforcement project, the overall appearance of the reservoir has been transformed dramatically. Over twenty new scenic spots have greatly enriched the landscape resources, giving the engineering structures a completely renewed look and significantly improving the water environment. The Zhongshan Lake Scenic Area passed the acceptance inspection organized by the Ministry of Water Resources and was officially designated as a National Water Conservancy Scenic Area.

Approximately twenty new scenic spots have been developed within the Zhongshan Lake Scenic Area. The slopes of the main and auxiliary dams, stretching nearly 20 kilometers in total, have been entirely reinforced with concrete or stone, and the dam crests are adorned with over 300 uniquely designed lamp fixtures. When illuminated at night, the 20-li-long stretch of lights creates a spectacular view. The three large spillway structures have all undergone classical-style renovations and interior and exterior refurbishments, featuring novel and distinctive designs. Using the idle land beneath the dam, a park designed to park standards, covering a total area of over 600 acres—including the Ma’anshan Scenic Area Park, the Dam Down Ecological Garden, the Four Seasons Garden, and the Lotus Fishing Pond—has been established. More than 500,000 trees and shrubs have been planted, along with over 200 acres of lawns. Eighteen pavilions, over 300 meters of classical-style corridors, and a large panoramic mural of the reservoir spanning 300 square meters have also been built. In addition, tourism service infrastructure has been improved, including the construction of the high-end Zhongshan Lake Hotel, enhanced parking areas, roads, docks, signage, and directional markers. Three dedicated roads leading to the provincial-level highway have been built, ensuring convenient, smooth, and fast transportation and communication.
