The legendary Bao Gong, whose stories have been sung for millennia, primarily served in office and left behind a legacy of judicial tales set against the backdrop of Dongjing (Kaifeng) during the Song Dynasty. The reconstructed Song Dynasty Kaifeng Prefecture, the Bao Gong Temple, and the rich atmosphere of the ancient capital showcase Kaifeng’s abundant cultural resources related to Bao Gong.

In line with the spirit of the Sixth Plenary Session of the 17th Central Committee of the Communist Party of China on deepening cultural reform and promoting the great development and prosperity of socialist culture, as well as the State Council's guidance on supporting Henan in accelerating the establishment of the Central Plains Economic Zone—which identifies Henan as a strategic hub for inheriting and innovating Chinese historical and civilizational heritage—the Central Plains Judicial Culture Museum was established in Kaifeng.

Through a wealth of materials, this museum vividly presents the image and personality of Bao Gong, his judicial achievements, and his influence both in China and abroad. It also traces the development and major accomplishments of China’s judicial culture throughout history, providing a high-quality platform for those who come to pay tribute to or explore the legacy of Bao Gong. It serves as an educational and visual base for promoting China’s fine judicial traditions and strengthening the protection and utilization of cultural heritage.
