The Tai'an Culai Mountain Anti-Japanese Armed Uprising Memorial Museum is a red culture education base constructed on the foundation of the Moshanyu Anti-Japanese resistance site. It is dedicated to educating visitors about revolutionary traditions and patriotism, with the goal of “remembering history, honoring the martyrs, cherishing peace, and building the future.” By the end of 2015, the museum was officially registered and recognized as a non-state-owned museum by the Shandong Provincial Bureau of Cultural Relics. The Moshanyu Anti-Japanese resistance site was designated as part of the fourth batch of municipal-level key cultural relics protection units by the Tai'an Municipal People's Government.

The museum is located at the southern foot of Culai Mountain, north of Moshanyu Village, Fangcun Town, Daiyue District, Tai'an City. It currently includes a multi-functional exhibition hall, educational training rooms, a cultural relics storage facility, and other main structures and supporting facilities covering an area of 19,800 square meters. Within the museum grounds are two municipal-level key protected heritage sites: the Moshanyu historical site and the Culai Mountain Anti-Japanese Martyrs’ Cemetery, along with a collection of over 1,500 precious cultural relics. The exhibitions adhere to the principles of respecting and recreating history, highlighting the Culai Mountain Anti-Japanese Armed Uprising that took place on January 1, 1938. This uprising marked the first armed resistance led by the Chinese Communist Party in Shandong Province against Japanese aggression. The displays also showcase Marshal Luo Ronghuan’s leadership of the 115th Division in fierce battles during the resistance war, as well as the establishment, consolidation, and development of the Shandong Anti-Japanese Base Area, thereby promoting the spirit of the Culai Mountain Uprising.

Serving as a red culture education base and volunteer service center in Tai'an, the museum carries the historical mission of inheriting and spreading the red culture. Since its opening in 2012, it has remained open to the public free of charge year-round. It has been designated as a cadre education and training base by the Tai'an Municipal Committee Organization Department and the Municipal Party School, a teaching practice base for the Daiyue District Party School, and more than twenty government agencies and enterprises have established patriotic education bases within the museum. Through a variety of enriching activities—including visiting the exhibitions, paying tribute to martyrs, taking inspirational oaths, experiencing farming life, and participating in military expansion programs—the museum provides patriotic and revolutionary tradition education, spreads positive energy throughout society, and has received widespread acclaim. It plays a central role as a key platform for red culture education.
