The Shengxian Tuhai River Wetland Park Water Conservancy Scenic Area stretches from the Zhengzhuang Rubber Dam to the West Ring Bridge, covering a total length of 7 kilometers and a beneficial area of 45 square kilometers. It serves multiple functions such as flood control and drainage, water regulation and irrigation, water storage and replenishment, and improvement of groundwater quality. This is a comprehensive benefit project integrating leisure, entertainment, ecology, and environmental protection, with a total estimated investment of 120 million yuan. It is the only water conservancy scenic area in the province invested in and built by the water conservancy system. In 2008, it was named a Shandong Provincial Water Conservancy Scenic Area by the Provincial Department of Water Resources and the Provincial Tourism Bureau.

Facilities constructed include a colorful rubber dam, dragon-phoenix sculpture, musical fountain, Yiyin Farming in Shengxian, Haidi, Fansen, Olympic Plaza, Shenzhou Bridge, Rainbow Bridge, river island, Three-faced Guanyin sculpture, bathing beach, fish ponds, and more.

The current Shengxian Tuhai River Wetland Park Water Conservancy Scenic Area “is built along the river, runs through the city, and integrates the urban, river, and park landscapes seamlessly.
