The Former Site of the Jilu-Yu Military Region and Former Residence of Zhu De is located in Yangxing Village, Shiziyuan Township. Yangxing Village (formerly Shiwangmiao Village, Guancheng County) lies in the southwest of Shiziyuan Township. It was on this ordinary piece of land that the footprints of many veteran revolutionaries, including Commander-in-Chief Zhu De and Secretary Pan Fusheng, were left behind.

On May 20, 1948, entrusted by Chairman Mao Zedong, Commander-in-Chief of the People's Liberation Army Zhu De, accompanied by Commander Chen Yi and Deputy Commander Su Yu of the East China Field Army, arrived at the headquarters of the Jilu-Yu Military Region in Shiwangmiao Village, Guancheng County (now Yangxing Village, Shiziyuan Township), to inspect the East China Field Army, which was undergoing a new-style military reorganization campaign there, as well as the work of the Jilu-Yu Regional Party Committee. He stayed in the village that evening, listened to their work reports, and gave important instructions. The following afternoon, in a small grove south of Yangxing Village, the Jilu-Yu Regional Party Committee and Military Region held a meeting for cadres. Commander Zhu elaborated on the major victories achieved by the Liberation War in recent years, pointed out that the decisive moment for the final battle had now arrived, and expressed his hope that the party, government, military, and civilians in the Jilu-Yu Border Area would carry out land reform, party consolidation, army expansion, and frontline support efforts to achieve even greater victories. After the meeting, Commander Zhu left Shiwangmiao Village and returned to Xibaipo.
