Former Site of the Luotang Negotiations

The Former Site of the Luotang Negotiations is a cultural relic protection unit of Jiangxi Province.

The Former Site of the Luotang Negotiations is located in the former government compound of Luoshan Township, Xunwu County. In early October 1934, on the eve of the Long March after the Red Army’s Fifth Counter-Encirclement Campaign failed, upon the instructions of Zhu De and Zhou Enlai, the Central Committee sent He Changgong and Pan Hannian from Huichang to Luotang to conduct secret negotiations with Yang Youmin, a representative of Guangdong warlord Chen Jitang’s forces. The negotiations were successful and five agreements were reached. The success of the Luotang Negotiations created favorable conditions for the Central Red Army to successfully break through the Nationalist Army’s second and third lines of defense in the early stages of the Long March. It holds great historical significance in the development history of our Party and Army, and stands as a shining example of the Party’s united front work.

The site was built in 1914 and originally served as the residence of a Catholic priest. Facing south, it is a two-story Western-style building with lime walls made of river stones and lime-soil rammed earth, measuring 14.6 meters in width, 11.5 meters in depth, and 8 meters in height. It has largely retained its original appearance. On December 18, 2006, it was designated as a provincial-level cultural relic protection unit by the People’s Government of Jiangxi Province.

The protected area extends 10 meters outward from the perimeter of the site, while the construction control zone extends 20 meters outward from the protected area.
