Huainan Maoji Social Development Comprehensive Experimental Zone

Introduction The Maoji Social Development Comprehensive Experimental Zone is located on the Huaibei Plain, within the Huai River flood storage and detention area, at the confluence of the Huai River and the Xi Fei River. It borders the hundred-mile coal city of Huainan to the east, the Beijing-Kowloon hub city of Fuyang to the west, the historic and cultural city of Shou County to the south, and the State Development & Investment Corporation’s Xinji Energy Company to the north. Provincial Highway 102 runs through the zone, and the Huai River within the area is navigable all year round. It is 78 kilometers from Fuyang Airport and 4 kilometers from the railway station, enjoying a superior geographical location, convenient water and land transportation, and abundant natural resources.

The Maoji Social Development Comprehensive Experimental Zone is the only unit in China that integrates three national-level pilot projects: “National Social Development Comprehensive Experimental Zone,” “National Small Town Construction Demonstration Town,” and “National Small Town Comprehensive Reform Pilot Town.” It has also been awarded multiple honors, including “Top 300 National Towns for Investment Environment,” “Top 100 National Green Towns,” and “National Advanced Unit in Spiritual Civilization Construction.”

The development of small towns is thriving, with the central town area covering 2.6 square kilometers. The infrastructure is comprehensive, communication facilities are complete, streets are wide, and the environment is pleasant. It has evolved into a multifunctional economic and cultural center integrating commerce, industry, education, residential areas, cultural entertainment, and healthcare. Six small towns—including Xiaji, Caoji, and Huajiahu—have been developed, achieving “six connections”: water, electricity, roads, telephone, FM radio, and cable TV. Various social programs are flourishing, with gravel roads now reaching every village and four dedicated bus lines serving Maoji. The Maoji Experimental Zone now presents a promising picture of political stability, social harmony, clean surroundings, an enterprising population, and rapid, coordinated development in both economy and society.
